Born in 1978 in Istanbul, Koç graduated from the Sociology, B.A. and History, M.A. programs of Boğaziçi University, Istanbul, Turkiye. He is enrolled in a PhD Program at the Georg-August-University in Göttingen in Germany, at the Faculty of Philosophy, with a thesis entitled "Perception of the Ancient Philosophy and Times by the Ottoman Ulema between 1650 and 1730". He worked in cultural and public diplomacy institutions of Turkiye and served in Romania and Croatia. Currently, he is chief-advisor to the President of the Council of Higher Education. He can speak German and English, read French, Arabic, Romanian and Croatian languages.
